http://www.jreast.co.jp/press/2013/20131205.pdf

JR East announced a new name for the new line which is currently on construction between Ueno to Tokyo to make through operation of those Tohoku, Takasaki, Joban and Tokaido line as "UENO-TOKYO Line".

The line which used to be called as "Tohoku Jyukan Line".  The railtrack will be in operation as of FY2014 end.  I assume it will go-live when they update their diagram which usually happen on every March.  So it may be sometime in Mar., 2015.

Detailed diagram will be announced later.

Yep, last time I was in Akiba (2 weeks ago), construction was in full swing! This is going to be awesome and will relief the Shonan-Shinjuku line of trains aplenty. Also a great relief for the Keihin-Tōhoku and Yamanote line on that stretch.

So it appears that the new Ueno-Tokyo Line will start operations the same day as the opening of the full Hokuriku Shinkansen line.
