Not too safe though with that worker standing on the ladder while the trolley is in motion... Definately wouldn't look nice if an express train comes along behind.... Link to comment

I imagine they're a standard issue maintenance 'vehicle'. The two employees just lift it off the tracks when the train approaches... note that they don't seem to cut off the wire!? It's still live?
