Yes, that's Nippon Steel's Muroran Plant. 711 series are a mainstay of the Muroran Line between Tomakomai and Higashi-Muroran (where the catenary ends). The scene at 1:04 is quintessentially Hokkaido- a horse farm in the foreground, and that's the volcano Mt. Tarumae in the background. Miyakoji, yep, those kuha's got the center doors sometime after 1987, for faster passenger loading/unloading in the Sapporo commuter zone.
