A Kintetsu "wide gauge" electric loco does a spot of shunting at a workshop in the system. Once upon a time this must have been a 3'6" gauge engine which hauled freight on one of the several Kintetsu branches of that gauge; now she is a (very spiffy) shop switcher. Also to be seen is Kintetsu's power and signal systems measurement train.

Some interesting equipment going back and forth there. Looks like a popular spot with the local railfans.

Apparently it was taken right after the end of the Kintetsu Tetsudo Matsuri (open house) in April.  Location is the Shiohama Maintenance Depot in Yokkaichi, Mie Prefecture. The loco is デ32, which you correctly surmised was originally built to 1067mm gauge.  No. 32 was converted to standard gauge in 1959 when the Nagoya Line was converted to same. No. 32, along with sisters 31 and 33, were built by Mitsubishi Heavy Industries in 1948, weighing 40 tons.  Oigawa Railway E10 and Kobe Electric Railway 700 series are identical designs to this type.
