EDIT: If you google for JRグループ協定, you will find lots of websites connected to hotels, e.g., http://www.iioyado.jp/shizuoka/index.html or http://www.yumeshikoku.com/jrryoren-s/index.htm . Thus I guess this sign marks hotels which are member of the so called JR agreement hotel league. Link to comment
