Yes the sell Plarail, in most departmental stores, but the Japanese department stores like BHG and Isetan carry more varieties.

 

Here's some pictures from Isetan. Notice the last photo of the price tag! They're usually on sale here since the interest for trains here are somewhat close to zero....
