Doesn't look like it.  These look the public housing buildings Greenmax offers as Greenmax 44, only higher.  This may be low end housing.  I know they do sell dryers in Akihabara, but then dryers are not very green

 

Over here clothes lines are often now banned.

Indeed, in Tokyo, most people kept their washing machines on the porch!

Just like in West Virginia ^_^

 

Joking aside, with the time I spent living in Scotland, I saw that it was not uncommon to see laundry machines kept outside on the terrace overlooking the side streets when the balcony itself was backed against the kitchen wall.

I think this is because electrictiy prices can be high in japan. they use the little euro type washing machines that wring most of the moisture out of the clothes so not a huge amount of drying is needed. i remember doing some loads in japan the last trip at the laundromat and it being like 2x the price or more to dry them. we were stuck as traveling so no place to hang it all out!
