Looks like it's held mid- to late-September every year, with 27 companies participating in 2015.  Attendance isn't indicated, but it's been significant for previous years.

 

 

 

How is it that a bus festival can draw 30,000 people?  What makes Japan a society that's not just willing to use public transit, but is in some ways enthusiastic about it?

They look nice! But not a real fan of Amagasaki city bus. I just got myself this too:

 

 

Came at a good price so time to check them out! They also come with 'shells' for interchanging the bus model:

 

 

My only complain is there is no shell for Toei bus...

Yap that's what I thought so too! I really want to see how well this model is made and runs... Heck there's even an official Kyosho circuit for your to practice!

 
 

But of course, IMHO, the best RC bus is the one made by Aoshima, scale 1/32:
