can you help me ID this HO engine please?

Hi all,

 

I have this old engine (no cover) that I'm trying to ID. I know it's a bit toyish but it's HO (or OO)  scale and doesn't run on batteries. It has a smoke puffer too. I know it's a long shot but...you never know.

 

any input appreciated, thanks.

It looks very ancient.. Somehow I think this is a tin train from the first era of model trains..

 

Looking at the chassis, I think this was either 0-6-4, 2-6-4, or 4-6-4. Need to search a Japanese loco with those configs..

The un-Japanese red driving wheels tend to make me think it may have been made in Japan, but for sale in Germany.
