As near as I can tell this is a mainly North American phenomenon, although I would hope the Brits get involved soon. These are all links to full albums on Youtube, so for the sake of your browser I'm including them as links rather than embeds. Droid Bishop. Based in LA. Sounds like the Tron:Legacy soundtrack. Miami Nights 1984. Based in Victoria, BC. Synthpop with a bit of a movie soundtrack feel. Mega Drive. Based in Dallas. Clearly influenced by early industrial artists. Rewind Com Truise. Based in Princeton. Definite IDM influences (e.g. Squarepusher). Lo-fi drumbeats a la Mr. Oizo, with session guitar work reminescent of Joy Division or The Cure. Cyanide Sisters Lazerhawk. Based in Austin. Distinctly video game soundtrack-esque. Kavinsky. Based in Paris, France. Also heavily soundtrack-influenced. 2 Link to comment

I'm a very big fan and listen to it every day while working. In fact, my work is quite influenced by Retrowave. This is indeed mainly a North American thing, but there are a few Europeans out there, like Vincenzo Salvia (Italy) and Everdune (from Finland; he's just getting into it, from the Spacesynth scene). Talking about Everdune, I think Europe is not very active in this scene (yet), as there is still quite a lively ItaloDisco and Spacesynth scene going on. For an example of what Spacesynth actually is, here is a megamix made by a friend (art made by yours truly). Next to these more recent 'retro-feel' scenes, there is the ChipTune scene, which produces sounds based on Amiga, Commodore, GameBoy and other low-bit synthesisers/computers. As for its North Americanness, the sounds in Retrowave are mainly based off ItaloDisco and Spacesynth (Europe), in Japan known as Eurobeat (not Super Eurobeat, mind you!). Two major YouTube channels promoting this music are NewRetroWave, LuigiDonatello and Maniac Synth. Also, there are more and more indie games coming out with this 80s styled music in the background or even as a main theme. A very recent example is Drift Stage. High-res, neon colours and drifting low-poly pixel textured cars that are made with rulers and wedge shapes in mind. 1 Link to comment
