I wonder if they mean locomotive / powered consist / set? It would be trivially easy to acquire a whole bunch of second-hand blue train coaches to bulk up the numbers... Link to comment

They say for every car, so brining a 16-car consist, or even better 17-car shinkansen will induce a 800-850yen discount? :) Link to comment
