After all, I believe most of the EMU's on the Ichibata Electric Railway that run west of Matsue are all ex-Keio equipment. Link to comment

I don't think it's an issue of "unwisely" scrapping rolling stock, just that there isn't that big a market for used rolling stock, especially given that they have a big competitor in Tokyu Techno System, who can offer refurbished 100% all-stainless stock (I don't know if the Keio 3000 series, which is Tokyu-built, was refurbished by Tokyu also, or done by Keio in-house). Also, I think Tokyu has a bigger network of regional railways that are affiliated with it than Keio. Link to comment
