Cab view video of the whole Kita-Riasu line, now completely restored but with the scars of the tsunami left:

Shows that even while nature can destroy anything, everything can be rebuilt. I wonder however if houses will ever be built again on the places where the tsunami reached. Apart from the physiological resistance against living there, I think people wouldn't go live in a place with a large tsunami risk. Better off living a few kilometers more inland. I wonder if the west coast of Japan will eventually become an area where more people will live: still close to the sea but almost no risk for tsunamis. If Tokyo is ever destroyed in a tsunami they may be better off building a new capital in the Hokuriku region or something. [/random rambling]

Good find on this one. I hope to ride this someday, and of course buy as many promotional goods as possible . Gotta support the reconstruction.

 

I think the Gifu government (municipal or prefectural, not sure which) had a plan to relocate the national government there in the event of a disaster. I'm not sure what the status of the plan is.

Note the large number of tourists at several stations along the route, an indicator that the Sanriku Railway and various local government authorities along the way are aggressively promoting tourism here, one of the hardest hit areas from the 2011 earthquake and tsunami.
