Sacto1985
YouTube user Japan Train Watching (nice English name!) posted this zenmen tenbou video of the Fujikyuko Line run from JR East Ōtsuki Station to Kawaguchi-ko Stations on the 6000 Series (ex-JNR 205 Series) EMU: Note every station has riders waiting to board the train, which I find kind of unusual in given this was filmed in February 2014 between the two big snowstorms that went through Japan. It should be noted that most Japanese from the Tokyo area usually reach Kawaguchi-ko by bus, since a side branch of the Chūō Expressway toll road ends near there. 1 Link to comment

With that much snow on the ground, it is unsurprising that there are more people on the train...I guess the authorities must have told people to please refrain from driving, and in any case with snow around, who in sane mind would drive?
