Typically, charter trains are hired by organizations, companies, clubs and the like, and are thus open only to those members. These trainsets are also used on "rinji ressha" too (tour group travel), this is where you have a chance to get a seat, but it's part of some package tour.  It appears the next running of this unit will be on multiple dates in the autumn, as part of a tour package to Tokyo Disneyland from Akita.

Are they doing railfan tours or photo trains with it? (the latter is when a museum sets up a train to be prototypical and offers both travel on it and photo stops and/or moving photo opportunities) I've seen videos of many such events in japan held by private railways, but not much from the JR companies, except the first/last run events.

AFAIK no.  Like you say, JR companies really don't do exclusively railfan themed runs, instead preferring to run services appealing to the general population.

Please allow me to provide just a little more information on 583系.

 

The last running consist is known as N1/N2.

 

Tomix 92841 model here: http://www.1999.co.jp/eng/10164811.

Model is HG and better detail underbody than any other 583系.

 

Here is comparison of 583系.  Note underbody detail, and window wiper, for example.  I'm sure you will notice many other detail is better in 92841.

I did see a set on a yard siding between Osaka and Kyoto on my visit in Feb last year when it was recently retired , alas I did not get a photo.Rail magazine Nov 2007 has a full article.

I've just returned from Japan and both the latest issues of Japan Railfan Magazine and Rail mag have a snippet with photos of a 583 running 23rd December last..  does anyone have details?
