It looks like inside the cross-beams of the pallet.

Looks like they may be just ball bearing casters and then just an inside flange plate for each.

Legality? Meh. I'm just wondering about the brakes. It certainly seems useful on empty streets! It reminds me of the draisines used in economically less fortunate parts of the world.

This happens too often in hungary, especially around the Technical University of Budapest's annual race, because nobody is allowed to test their vehicles before the race, but they have to be tested somehow and somewhere, so most teams just use the tram tracks near their dorm... The race is legally held at night, on the bridge next to the main building:

Hey this looks like a lot of fun! Wish we had trams here... Then again if we do, there will be even more accidents everyday since the drivers here are already stupid enough on a beautifully drawn road.
