The custom model railroad shop in Baltimore did a fantastic one in HO for a museum in Puerto Rico I got to see. They actually did rows of printed figures and laser cut them around the folks in the stands then folded them into a sitting position. Since you could not get within a few feet of it they looked fantastic and the only way they could affordably fill 25,000 seats and get a broad variety.
