It looks a bit like a foreshortened version of the two Brown-Boveri/Schlieren electric locos (ED51 II and ED52 II - the "II" meaning that they were the second locos to use this number) used by the Seibu Railway (even the shade of red is almost the same...). Remove buffers and ditch lights, add headlight on the roof, couplers and some extra details and you are set up... Cheers NB Link to comment

Well, it's not far off...the Seibu ED52 locos were bought together with the ED14s by the JGR to evaluate locomotives for express service. So both were more or less similar in shape and dimensions.
