It shows the crash which led to the line's (as the Keifuku Railway) bankruptcy and closure, and the fight by the local communities to get the line reopened, plus the recent measures to make the line more attractive to passengers. Considering the general image one has of railways in Japan, the picture of the Noto Tetsudo train treading through the weeds came as a shock (OK, it was the northern part of the railway which was closed). It reminds me all too painfully of the general state of railways here in Brazil - except that, instead of a single diesel railcar, it's a lashup of diesels with a mainline freight which has to fight the vegetation...
