They make packaging. Not sure what the material would be. Rengo Co. I trawled through their pages, the Takefu plant (Gobuichi is a part of Takefu Town) specializes in cellophane manufacturing. This justifies the tank cars - chemicals and cellulose (in boxcars) in, finished product out.
