small fans in tea tree fields

Does anyone know what those fans are for amongst tea trees?  You can see these from the Tokaido Shinkansen as it passes through Shizuoka prefecture, as well as plenty of other places.  Does the almost imperceptible breeze from these make a difference in the growing of the tea?

same as in orchards, they are to keep the plants from freezing in winter. moving air helps keep layers of really cold air from sitting on the plants. we had a discussion about these and modeling them somewhere a while back but i cant find the posts...
