Help about Shinkansen info

Hi all, 

 

I'm writting a class work about the Shinkansen, and I have thought that this forum could help me.

 

I'd like to know who are the companies responsible of the railway maintenance in high speed lines in Japan (putting sleepers, ballast, etc.).

 

Furthermore, I've been reading that, in Japan (I'm Spanish), the flying ballast phenomenom is preventing using mats over the ballast, like this picture:

Who is the responsible company of that? Where could I find information about this mats and its costs??
