Actually that's KUMOHA.  Anything classified KIHA would be diesel, as far as I know.  Great video, I didn't know that such old equipment survived into the JR era.

Fixed.  I get the feeling that old car was the Tsurumi Line's shop darling for years until it finslly ended up in the transport museum.  it's a shame they still can't run it down ther from time to time.
