Question: Does Tomix have an electrified version of their mini points siding set: http://www.1999.co.jp/eng/10046278

Alternately, are points motors available for purchase after the fact?

Yes they are, they are exactly the same as the one used by any other Tomix points. But I don't think an electrified version of that set exist, you need to buy the motors yourself.
