Tomytec should really do a run of these. A 2nd hand from the 701 Series from Seibu RR. They could then also do Jyoushin RR (about 2 liveries), Sobu Nagareyama RR (5 liveries) and Sangi RR (1 livery). Oh the possibilities...

 

Anyway. To me it wasn't a very interesting train series, the Seibu 701 (or pretty much any Seibu train for that matter, apart from the old Red Arrow). Nothing much to say about it, other than it being a JNR 113 equivalent.

Back in the day I thought of all the 103's on the Keihin Tohoku, Nanbu and Ome Lines as really boring (I used them on visits to a friend living in western Tokyo), but now I will travel across the country just to ride one.  The older Seibu types are contemporary with the 101/103 series, and in that sense, are worthy of respect, as the beginning of standardized high density commuter stock which continues to this day- i.e. cardan drive, all longitudinal seating, and for Seibu, part of the series beginning with the 801 where the design was specifically for Seibu, rather than a hand me down from JNR.

@bikkuri: true that, but still it's a matter of personal taste. For that, I prefer the Tobu 8000 Series as an example for private railway 101/103 Series inspired rolling stock. Frankly, I really am not a Seibu fan at all, though I really do like what other companies do with 2nd hand Seibu rolling stock.
