The Scenic Railway is built on the formation of an old inclined railway serving a shale mine. Zig Zag's problems have been developing for some time. Unfortunately they haven't got a good relationship with ITSR, which is the regulatory agency responsible for accreditation of all rail operators in NSW. I can't say too much about ITSR, as I also have to deal with them, but I firmly believe they should not apply the same standards to heritage operations as they do to commercial mainline operators. All they succeed in doing is making operations like ZZR unviable. Cheers, Mark. Link to comment
