Kato Yamanote Line Special Livery 'SUICA' only from POPONDETTA

I received lots of tweets in the last few days from popondetta. As usual everything is in Japanese and even with Google translator I don't get it if this is a 'normal' Kato release or a special only available at Popondetta. It commemorates the 10 th. anniversary of the SUICA RFID Card System is easy to use on both JR and private lines. Anyone know more about the model?

They're offering reservations on this set.  It's strange though, because you can reserve it through JR East's website (eki-net), which is the the exclusive outlet for this special edition.  Why include a middleman?
