In the U.S., a proposal for 1.8bn for an HSR line would immediately raise cries of "boondoggle", whereby it would be shifted to adding a lane to a freeway (likely only a few km in length), and everybody would shut up.

in australia 1.8bn would be lucky to get you 1 km of track if the labor govt doesn't blow the budget by tripple for that 1km.
