How about using an n scale ladder and z scale rail wheels?

Bill, my guess is that the ladder lets them work as traffic permits, they can no doubt easily remove the ladder when a tram shows up.

yeah but will probably make my own as i love the spread on that one down to the tracks. would need to just use like 1mm or so round stock to make wheels as they look to only be like 4" in dia!
