I remember reading similiar reports in the past.  It seems drunks see that space between the rails as a nice cozy place to crash (instinctively like a cradle or bed??).

It's a regular occurence here as well. I love the way that traincrew are always said to have "slammed on the emergency brakes", as if they were something completely separate from the normal brake equipment, and can only be applied violently. The more I see of the mainstream media, the more contempt I have for them.
