What is the meaning of that logo?

The words on the map of Tohoku say 'Gambaro Nippon,' and 'Gambaro Tohoku,' which means 'Don't give up Japan' or 'Keep fighting.

Shinshu is the old name of the Nagano Prefecture, but I remember from local residents that Shinshu was more of the Matsumoto area, not the Nagano City area.
