There are likely alot of places in Japan (and elsewhere maybe-Clapham Jct?) where you can see 40 trains in 40 minutes.  But I guess in N. America, where seeing only a couple of trains a day (unscheduled at that, railways aren't aware daiya exist) is considered exciting in some places, 4 trains in less than an hour is considered impressive.  Certainly I did in my college days railfanning Fullerton.
