That's the joyful train (first class & all tatami mat) Nagoyaka, which was operated by JNR and JR East from 1981 to 1997.  It was based at the Oku Rolling Stock Depot in Tokyo's Kita Ward, and primarily was used for chartered group trains in the Kanto Region.

*rolling stock is 12 series. Here are the names of the cars:

Car#1 sorofu 12 803 Sagami

Car#2 oro 12 805    Musashi

Car#3 oro 12 806    Awa

Car#4 oro 12 807    Kouzuke

Car#5 oro 12 808    Shimotsuke

Car#6 surofu 12 804 Hitachi

These names are all taken from the old regional names of areas in the greater Kanto region.
