Was wondering, what those blocks were for, until I read the title and description of the clip: They are replacing the track with a temporary platform.

That seems like an elaborate way to do that.  Here in my area they have aluminum platforms that they bring in on a truck and just set up.  Before that Metro North had some old TTXcontainer cars they put plywood platforms on.  Both would quicker than this to set up and you don't rip up the track to do it.

They may be planning to realign the track (make the new position permanent and eventually replace the temporary platform) or replace the tie-based track they're ripping up with more modern slab track (which seems to be preferred for new station construction) so they're pulling out the old track (which takes a lot of work) now, and replacing it with a temporary structure which can be quickly removed later.

It's a permanent widening of the platform on the up side, making the total platform width 12m (from the previous 8m).  The Tokaido Line up track will also be moved to align with the new platform, closer to the up and down freight lines.  The styrofoam blocks are a new way of fabricating platforms, forming the core, while the platform base and edges are concrete.
