Street car (tram) Kit by Tomix

Alright, I found this kit on ebay and I thought it was interesting, I looked it up at Hobby Search and couldn't find it:

Can anyone tell me what it is? Does it include the track to make a tram or are just the street covers to go over the track?

I have a box of that stuff, was going to use it for the september project party thing, but I haven't gotten that far =)

If I recall they can be made powered. Or I thoguht I saw something out there on HobbySearch that can power them, but I may be wrong.
