"Correct" rolling stock for D51 Tohoku?

I have a KATO 2018-1 D51 1st Edition, and I am trying to determine the correct type of passenger or rolling stock.

I always know in general that D51s were always used for freight. But because my D51 has the semi-streamlined casing, it seems that it also pulled passenger cars. 

I was looking at Kato 10-1320, but it seemed to be pulled by the EF15, I was on the KATO Japan website and it says the D51 also pulls it. So I am confused. I already have some freight cars that consist of the JNR era, but the D51 Tohoku seems to be a wild card.

"Although they were a modest presence because they were used for freight, they were often used to pull passenger trains , including express and other express trains , on lines with many steep gradients, such as the Chuo Main Line (also known as the Chuo East Line and Chuo West Line) and the "mountain line" section of the Hakodate Main Line (between Oshamanbe and Otaru ) , and there were also cases where they were used to pull passenger trains on flat lines such as the Uetsu Main Line.  Because the D51 type has a large axle load , most of them were used to pull freight trains on trunk lines such as the Tokaido Main Line , Sanyo Main Line, and Tohoku Main Line . "

If it's a standard D51 which will be the one scheduled for the June 2025 release, then yes, it's freight, no question asked. 

The problem is that my D51 is a Tohoku specification with the semi-streamlined casing. I see pictures of it pulling passenger cars like the SUHA 43 and the SUHA 32. 
But I mean, I just want to base my selection on what is "correct" because I did not realize that KATO put down consist pictures.
