Actually, they are located in Taiwan according to their email address.

Several people have vouched for them so I pulled the trigger on the decoders.

Googled some of the products and J-Scale.com has some drM products (Link), the linked manual will take you to this website (Link) which ultimately will take you back to the link you gave. So I would think it's legit, but @Wolf could tell you more I think.
