This preserved car looks like it is the prototype for the Tomytec "mule".  The window and door spacing is right. It appears the car was restored for the 100th Anniversary of the Kumamoto Electric Railway.

I came across a video of the restored car 71 displayed during Kumamoto Electric Railway's 100th Anniversary May 30, 2009.
