Thanks for the translation, I wonder why this particular engine with this colour scheme?  And what is the engine pulling?  It looks like it is pulling something that is out of order which, IMHO, not a good way to promote once's product quality  :grin

The paint scheme might be meant to represent maintenance of way or service equipment.

I understand that an order has been placed for EF510s to cover off all the remaining electric locomotive-hauled passenger trains. Perhaps this is the new colour scheme... :grin

Hah! I didn't see that until you pointed it out...

 

As for the colour scheme... the Chinese Calendar indicates it's the year of the Tiger and nearly everything over there (Japan) had something resembling these colours for the new year. (I'm back now though :) )

BTW, the new EF510-500s for JR East will be blue to match JR Hokkaido's "Hokutosei" liveried DD51s.
