Yes.

 

If you look at the pics of the trains in the consist. The cars with (M) are the motorised cars.

The second car in 98721 is motorized. The term "Basic Four-Car Se" also indicates the ability to run independently.

@MangakaRailfanas katoftw highlighted, you can check in the consist picture which cars as a motor. When using HobbySearch, this is also shown in "set content" and "organization example". An alternative is also to look up the set on the manufacturer website, where you usually can find the consist picture. Like here: https://www.tomytec.co.jp/tomix/products/n/98721.html

 

And as Bill noted, "basic sets" are always motorized. "Add-on sets" may or may not have secondary motors depending on the train. Usually only found on Shinkansens.
