Tomytec car decals?

I'm a bit confused about these decals that came with a Tomytec Van Pack. In the picture below you can just about see the writing on the decal. However that's with an LED light beaming right at it. Without the extra illumination it barely shows. It strikes me as odd to be placing a decal on a black surface. The van display does  have a blank plastic cover on it to make it shiny - out of the box. See van on right. But when you remove it the black is painted on the van. It doesn't come off. Very odd. I'm thinking of overpainting in white and then applying the decal. I wonder if I'll have shine-through on the black parts of the decal then. Anyone already tried this?

 

EDIT: Maybe this thing is just begging to be back-lit.
