Very poor mask adoption rate among JRF locomotives

Scandal - out of a dozen or so locomotives at Suita Depot, only one (EF200-2) was seen wearing a mask, and even then initially only over its chin:

Sadly, despite the googly eyes, the "anti-masker" locos appear to have won the upper hand and poor EF200-2 is paying the ultimate price:
