I think they are talking about franatics train spotters.

 

I personally would not want the fourth floor with the train thundering 20-23 hrs a day.  You do need a good nite sleep.

 

However, if you are interested, you can try the Toyoko Inn room that I stayed in Osaka. 4,400 to 6,300 yen a night.

It was pointed out on the the Yahoo forum that hard core Japanese train enthusiasts are estimated at 1 million in Japan.  General media outlets often get these things grossly wrong.

With exception of my stay in Ueno, every hotel I have stayed in was next to the mainline. Not by design, but because these are business hotels geared towards OW men so they are always cheap.
