Actually digging about a bit (looking for "鉄道省 ポスター") they seem to bear the name "○○鐵道局", i.e. the name of the regional office issuing the poster. "日本の政府鉄道" is certainly rather odd usage in that context, sounds like a literal translation by a non-native speaker (and makes it sound like the Japanese Government has a railway for its own use). 2 Link to comment
