these are from the Tomix/Tomytec Railway Collection, a line of products mainly for display. They come without a motor and with plastic wheels, but you can buy the parts to make them drivable.

the series is the railway daughters. These are characters used in japan to help the gender barrier in RR careers. They are used in educational and promotional campaigns.
