I remember that Czekoslovakian and Romanian railways also permitted a small personalisation of locomotives, such as adding curtains on the cab windows. I think this was possible because a driver was assigned steadily to a particular locomotive, wich in the end became "his own". This nice practice of personalizing cabs seems to be surviving on Eastern European locomotives to this day (from what i've seen, primarily on Bulgarian and former-Yugoslavia area ones).
