Surprisingly, Keikyu has reduced their prices from ¥410 to ¥300 from Shinagawa to Haneda...

That's the removal of the surcharge levied to finance construction work on the airport line, see e.g.: https://www.keikyu.co.jp/company/news/2018/20190219HP_18239TS.html
