Strange Model Appears - Star21 953/952 Series Train

I came across a model of a Star21 experimental test train from JR East mislabeled as a 200-2000 series shinkansen (perhaps because of the box). I couldn't find any info of a brand, production date, or anyone other than 2 people who have posted anything about this train. 

 

Could this be a model kit?

Star21 was a experimental one-off shinkansen made to test new generation technology.  Looks like someone got a 200 series and kitbashed it to resemble the train.

Yea I used to be kind of obsessed with the experimental shinkansens but the listing looks very well made. Perhaps someone has a good hand at building these things.

There was a garage company way back doing shells for the 300x that fit a standard Shinkansen set.
