Obscure (To Me) Blue Train Inquiry

What can anyone tell me about the “Elm”?  My Hokutosei starter set included this headboard as an alternative to the namesake one (I simply placed it at the other end of the loco).  I can’t find anything on it online, apart from a single photo on Wikimedia.  Where did this train run? Did it have any connection to the Hokutosei, maybe on a branch?

it was a seasonal relief train running between 1989 and 2006 on the same route, but without dining car/sleeper compartments.
