The picture shows the railway's neat little Nagano terminal (located along the Shinetsu Main Line just west of today's JR Nagano). The railway was planned as an electric line all the way to Hakuba town on JNR's Oito Line, however the project was plagued by lack of funds, resulting in the opening of a gas car line to a point about a third of the way to its projected terminal. As if it wasn't enough the rails were requisitioned for the war effort in 1944. When the conflict finished plans were mooted for the reconstruction and completion of the railway however all came to nought when the city of Nagano drowned the railway's ROW under a dam.
